{"id":1491,"date":"2015-09-30T15:33:07","date_gmt":"2015-09-30T06:33:07","guid":{"rendered":"http:\/\/www.jaif.or.jp\/en\/?p=1491"},"modified":"2015-10-15T13:24:27","modified_gmt":"2015-10-15T04:24:27","slug":"japc-complains-to-nra-about-unfair-evaluation-that-tsuruga-nps-lies-above-fault-zone","status":"publish","type":"post","link":"https:\/\/www.jaif.or.jp\/en\/news\/1491","title":{"rendered":"JAPC Complains to NRA about \u201cUnfair\u201d Evaluation that Tsuruga NPS Lies above Fault Zone"},"content":{"rendered":"<p>Ever since May 2013, when an NRA expert panel first released an evaluation recognizing an active fault running directly under the Tsuruga-2 (PWR, 1160MWe) reactor building, requiring consideration in aseismic design, JAPC has repeatedly presented various counterarguments challenging the examination procedure as well as the scientific and technological conclusions.<\/p>\n<p>JAPC\u2019s latest written submission notes the necessity of continuing to \u201cobjectively\u201d verify the relationships between facts and NRA\u2019s responses so far, and presents a new formulation of \u201cunfair issues\u201d in that organization\u2019s series of activities related to examinations and evaluation reports.<\/p>\n<p>Specifically, JAPC referred to the following actions of the NRA:<\/p>\n<ul>\n<li>Agreements made but not kept.<\/li>\n<li>Submissions of materials not accepted and attendance of experts refused.<\/li>\n<li>Refusal to hear counterarguments and discussions unilaterally terminated.<\/li>\n<li>Questions left unanswered and opinions not responded to.<\/li>\n<li>Grounds and evidence not presented.<\/li>\n<li>Various scientific and technological problems.<\/li>\n<\/ul>\n<p>At a meeting with NRA representatives on September 25, JAPC asked that organization \u201cnot to describe the panel\u2019s evaluation as \u2018important knowledge\u2019 that would have a bearing on its examination to confirm whether the Tsuruga NPPs was compatible with the new regulatory standards.\u201d<\/p>\n<p>In December 2014, the NRA had said that it would refer to the expert panel\u2019s evaluation of an active fault at the site as \u201cimportant knowledge\u201d in its compatibility examination.<\/p>\n","protected":false},"excerpt":{"rendered":"<p>Ever since May 2013, when an NRA expert panel first released an evaluation recognizing an active fault running directly under the Tsuruga-2 (PWR, 1160MWe) reactor building, requiring consideration in aseismic design, JAPC has repeatedly presented various counterarguments challenging the examination procedure as well as the scientific and technological conclusions.
