The examinations focus on documents in Tokyo, far from the actual sites.\u201d<\/span><\/div>\n<p style=\"font-family: Arial; text-align: justify; margin: 0px; min-height: 14px; line-height: normal; -webkit-text-stroke-width: initial; -webkit-text-stroke-color: #000000;\"><span style=\"font-kerning: none;\">\u00a0<\/span><\/p>\n<div style=\"font-family: Arial; text-align: justify; margin: 0px; line-height: normal; -webkit-text-stroke-width: initial; -webkit-text-stroke-color: #000000;\"><span style=\"font-kerning: none;\">Currently, various municipalities in Japan are starting to require power companies to obtain consent from additional parties before restarting NPPs\u2014that is, bringing in other municipalities in addition to the siting areas themselves. The governor called the arguments in favor of doing so \u201csuperficial,\u201d adding that those additional parties \u201ccould not understand the actual conditions of the communities hosting the NPPs.\u201d<\/span><\/div>\n<div style=\"font-family: Arial; text-align: justify; margin: 0px; min-height: 14px; line-height: normal; -webkit-text-stroke-width: initial; -webkit-text-stroke-color: #000000;\"><\/div>\n<div style=\"font-family: Arial; text-align: justify; margin: 0px; line-height: normal; -webkit-text-stroke-width: initial; -webkit-text-stroke-color: #000000;\"><span style=\"font-kerning: none;\">Fuketa acknowledged that there were issues related to the NRA\u2019s examinations, but argued that it was very important \u201cnot only for the industry but for the regulatory authority to secure good human resources,\u201d implying that merely increasing the number of personnel so as to expedite the examinations was not enough. He also said that a common understanding with operators was necessary for the examination process to proceed.\u00a0<\/span><\/div>\n<div style=\"font-family: Arial; text-align: justify; margin: 0px; min-height: 14px; line-height: normal; -webkit-text-stroke-width: initial; -webkit-text-stroke-color: #000000;\"><\/div>\n<div style=\"font-family: Arial; text-align: justify; margin: 0px; line-height: normal; -webkit-text-stroke-width: initial; -webkit-text-stroke-color: #000000;\"><span style=\"font-kerning: none;\">He went on to say that the NRA would treat operators as \u201cgrown-ups\u201d and establish proper relationships with them, so that they might approach safety \u201con their own terms.\u201d It would not be desirable, he said, for operators to do only \u201cwhat they are told\u201d by the NRA, as that would be \u201cquite dangerous for improving safety.\u201d He distinguished between examination-related matters and any sense of economy, showing the NRA\u2019s uncompromising stance on that question.<\/span><\/div>\n<div style=\"font-family: Arial; text-align: justify; margin: 0px; min-height: 14px; line-height: normal; -webkit-text-stroke-width: initial; -webkit-text-stroke-color: #000000;\"><\/div>\n<div style=\"font-family: Arial; text-align: justify; margin: 0px; line-height: normal; -webkit-text-stroke-width: initial; -webkit-text-stroke-color: #000000;\"><span style=\"font-kerning: none;\">In March, the Japan Atomic Energy Agency (JAEA), which operates the FBR Monju, received the NRA\u2019s approval for its decommissioning plan, enabling it to\u00a0 start the work. In the latest session, the governor asked NRA as the regulatory authority to strengthen its surveillance of the site.<\/span><\/div>\n<div style=\"font-family: Arial; text-align: justify; margin: 0px; min-height: 14px; line-height: normal; -webkit-text-stroke-width: initial; -webkit-text-stroke-color: #000000;\"><\/div>\n<div style=\"font-family: Arial; text-align: justify; margin: 0px; line-height: normal; -webkit-text-stroke-width: initial; -webkit-text-stroke-color: #000000;\"><span style=\"font-kerning: none;\">Given Monju\u2019s special nature and construction\u2014its sodium coolant burns violently when exposed to air or water\u2014its decommissioning is expected to be difficult. According to the plan, spent fuel will begin to be removed next month (July 2018).
