Toward achieving the desired 2030 energy mix (a product of the long-term energy supply-and-demand outlook issued in July 2015)\u2014efforts toward which it deems \u201cincomplete so far\u201d\u2014the new plan adheres firmly to the principle of \u201c3 E\u2019s + S\u201d:<\/em> namely, the conventional three \u201cE\u2019s\u201d of energy security, economy and environmental protection, plus the \u201cS\u201d of safety.
