{"id":7303,"date":"2024-12-25T17:41:03","date_gmt":"2024-12-25T08:41:03","guid":{"rendered":"https:\/\/www.jaif.or.jp\/en\/?p=7303"},"modified":"2024-12-26T10:20:10","modified_gmt":"2024-12-26T01:20:10","slug":"keidanren-publishes-its-chairmans-vision-of-japans-future","status":"publish","type":"post","link":"https:\/\/www.jaif.or.jp\/en\/news\/7303","title":{"rendered":"Keidanren Publishes Its Chairman\u2019s Vision of Japan\u2019s Future"},"content":{"rendered":"<p>The recommendations incorporated in the document, based on several predictions about Japan\u2019s demographic makeup in the future, revolve around six policy pillars:<\/p>\n<ul>\n<li>A social security system accommodating the needs of all generations<\/li>\n<li>Environment and energy<\/li>\n<li>Local economies and communities<\/li>\n<li>The creation of new value through innovation<\/li>\n<li>Education, research, and work<\/li>\n<li>Economic diplomacy<\/li>\n<\/ul>\n<p>After ISHIBA Shigeru became Japan\u2019s new prime minister on October 1, succeeding KISHIDA Fumio, the national government\u2019s GX (Green Transformation) Implementation Council held a meeting on October 31 at which the members reiterated that they would formulate drafts of three policies by the end of the year: the GX 2040 Vision, the Strategic Energy Plan, and the Plan for Measures against Climate Change. Tokura\u2019s FUTURE DESIGN 2040 report appears intended to influence and contribute to discussions about those policies.<\/p>\n<p>In his introduction to the report, Tokura quotes Keidanren\u2019s Honorary Chairman IMAI Takashi<span class=\"footnote_referrer\"><a role=\"button\" tabindex=\"0\" onclick=\"footnote_moveToReference_7303_1('footnote_plugin_reference_7303_1_1');\" onkeypress=\"footnote_moveToReference_7303_1('footnote_plugin_reference_7303_1_1');\" ><sup id=\"footnote_plugin_tooltip_7303_1_1\" class=\"footnote_plugin_tooltip_text\">[1]<\/sup><\/a><span id=\"footnote_plugin_tooltip_text_7303_1_1\" class=\"footnote_tooltip\"> Former chairman of Japan Atomic Industrial Forum (JAIF)<\/span><\/span><script type=\"text\/javascript\"> jQuery('#footnote_plugin_tooltip_7303_1_1').tooltip({ tip: '#footnote_plugin_tooltip_text_7303_1_1', tipClass: 'footnote_tooltip', effect: 'fade', predelay: 0, fadeInSpeed: 200, delay: 400, fadeOutSpeed: 200, position: 'top center', relative: true, offset: [-7, 0], });<\/script>, who said, \u201cKeidanren must think of the entire nation and advance a fair argument.\u201d<\/p>\n<p>At the aforementioned October 31 meeting, Tokura described his state of mind when drawing up this proposal, as this is the third and final year in his term (which began in June 2021). Thinking about how Japan may change by the year 2040, he first cited two constraints affecting the country: (1) its declining birthrate, aging population, and depopulation, and (2) the reality of Japan\u2019s existence as an island nation lacking in natural resources.<\/p>\n<p>He then said that the six policy pillars mentioned above were intended to form a linked and intertwined \u201cnesting system.\u201d Representing Japan\u2019s industrial world as Keidanren\u2019s chairman, he said that everyone involved\u2014not just the government but all stakeholders, including corporations\u2014must \u201cwork together for the sake of the pillars\u2019 overall optimization.\u201d He then presented data explaining the basis of each of the report\u2019s pillars.<\/p>\n<p>For example, he said that the report\u2019s pillar of \u201cenvironment and energy\u201d was intended to aim at the following: (1) advancing GX and related policies, (2) contributing to the realization of global carbon neutrality, and (3) providing energy and resources in a stable manner at internationally equivalent prices.<\/p>\n<p>The Keidanren chairman asked the government to play a role in maximizing the use of decarbonizing power sources, such as renewable energies and nuclear power, based on the principle of \u201cS+3E\u201d (safety plus the 3 E\u2019s of energy security, economic efficiency, and environmental protection). As for nuclear energy, he particularly called upon the national government to take the lead in promoting those activities.<\/p>\n<p>His proposal, in consideration of the national Strategic Energy Plan, also discusses the increase in Japan\u2019s electricity demand stemming from the growth of data centers.
