He said the newly proposed medium-term target of 2.2-5.5 GW by the 2040s and long-term target of 12.7-16 GW by the 2050s, together with the corresponding number of reactors, give the industry “hope for the future and a long-term outlook.”<\/p>\n
Masui also commented on ongoing discussions regarding Japanese investment in nuclear projects in the United States, noting that several projects worth tens of billions to more than USD 100 billion are currently under consideration. While describing the projects as a major opportunity for Japan’s nuclear industry to provide technologies, equipment, and services, he stressed the importance of appropriately managing risks, including cost overruns and uncertainties associated with the U.S. regulatory and policy environment.<\/p>\n
Reporting on his participation in nucleareurope 2026, Masui said European countries increasingly regard nuclear energy as essential not only for decarbonization and energy security but also for maintaining industrial competitiveness. He highlighted discussions on the proposed “Nuclear Airbus” initiative, aimed at strengthening Europe’s nuclear workforce, supply chain, and technological capabilities through greater regional cooperation.<\/p>\n
Masui also commented on the Contract for Difference (CfD) mechanism adopted in several European countries, noting that careful design is necessary to balance investment certainty with public acceptance. He cited Romania’s Cernavod\u0103 nuclear power plant refurbishment project as an example where practical experience could help establish more appropriate reference prices under the CfD framework.<\/p>\n
Regarding Japan’s proposed financing scheme for new nuclear projects through the Organization for Cross-regional Coordination of Transmission Operators (OCCTO), Masui argued that the current lending cap and financing conditions should be reviewed. He suggested that OCCTO should establish its financing framework before commercial lenders make investment decisions, encouraging a more effective co-financing structure.<\/p>\n
