Prime Minister Takaichi also reiterated plans to strengthen the functions of the New Energy and Industrial Technology Development Organization (NEDO) to accelerate the introduction of next-generation innovative reactors.

POWERR GX focuses on two main pillars: fundamentally improving the stability of fossil fuel procurement, and expanding investment to accelerate the energy transition, increase energy supply capacity and improve efficiency.

In the nuclear sector, the package looks ahead to the projected replacement of two to five reactors in the 2040s and 11 to 14 reactors in the 2050s. It calls for concrete measures to promote research and development and facilitate investment decisions toward the commercial deployment of next-generation innovative reactors, while accelerating efforts on back-end issues, including final disposal, and enhancing and strengthening the nuclear regulatory framework. The package also refers to the expanded role for NEDO agreed at a meeting of ministers responsible for nuclear energy in July.

The government also provided an update on its GX Strategic Area initiative, which aims to create new industrial clusters centred on existing industrial assets such as petrochemical complexes and regionally concentrated sources of decarbonised electricity.

The government announced that the first GX Strategic Areas will soon be designated from among the “promising areas” selected following an initial screening on 24 April. The promising areas include Rokkasho Village in Aomori Prefecture, Hitachi City in Ibaraki Prefecture, Kashiwazaki City in Niigata Prefecture, Matsue City in Shimane Prefecture, and Satsumasendai City in Kagoshima Prefecture, all of which are home to nuclear-related facilities.

The package, named “POWERR GX” (Policy Package for Wide Energy and Resources Resilience through GX), calls for the maximum use of nuclear power with safety as a fundamental prerequisite.
