Previously, when asked about Japan’s joining the CSC, senior vice ministers of relevant ministries and agencies had said the country would aim to try to come to a conclusion as quickly as possible, allowing an adequate system to be put into place in Asia.

The CSC would do the following:

  • Provide concentration of jurisdiction in the state where an incident occurs, and absolute liability for operators, etc.
  • Develop international rules.
  • Enhance a compensation fund through a system of monetary donations.
  • Provide victims with prompt and fair relief / compensation.
